The photograph is clicked in the delhi at around 5 AM in the morning. The picture shows festival of chath puja which is celebrated in India. Prayers during Chhath puja are dedicated to the solar deity, Surya, to show gratitude for bestowing the bounties of life on earth . They include holy bathing, fasting and abstaining from drinking water (vrata), standing in water, and offering prasada (prayer offerings) and arghya to the setting and rising sun. So people in delhi are praying in the yamuna river which is polluted as seen in the image because they have no other option.
